The NCOA is governed by a board of ten directors. A President, Vice-President, Secretary/Treasurer, the immediate past-President and six board members. All members of the NCOA board are licensed, actively employed opticians and work as board members on an un-paid basis.

The NCOA monitors all legislative action relating to opticianry by employing a well qualified lobbyist as well as an attorney with an in-depth knowledge of North Carolina law.

The NCOA maintains a business office in Raleigh with Barbara Fussell serving as part time Executive Director. Barabara maintains and administers: a record of education hours; North Carolina State Board and NCLE/ABO seminar approval requests; correspondence with state opticians; and all clerical affairs of the NCOA.
